Passport Application for Minors

PROCEDURE

Before starting the passport application process, you have to make sure that:

  • at least one of the two parents is duly registered with the AIRE (Registry of Italians Residing Abroad). For information on how to register with AIRE, click here.
  • the child's birth certificate has been registered with the relevant Municipality in Italy.

If the first passport is issued for the baby born in Singapore, the applicant has to present an original extract from the birth certificate of the newborn namely  "Certificate of Extract from Register of Births", issued by the competent authority of Singapore (www.ica.gov.sg) and legalized by the Ministry of Foreign Affairs of Singapore located in Tanglin (www.mfa.gov.sg).

Appointment

It is compulsory to make an appointment through the following link to online booking system: "PRENOTA ONLINE".

Documents to be sent in advance by email

  • Copy of the application form for the issue of passports for minors accurately filled in and signed by both parents;
  • Scanned copy of the passport of the applicant (if available) and of the parents' passport pages indicating their personal details and the Issuing Authority.

Documents to be presented at the Consulate:

  • Original application form for issuing passports for minors, carefully completed and signed by both parents. If one of the parents is unable to sign the form, it is essential to fill in the letter of consent by both parents before the appointment; (see below)
  • 2 recent photographs (identical, frontal, in color with white background, 35 x 40 mm format), taken less than 6 months ago, in compliance with ICAO international standards;
  • Current passport, if available;
  • In case the passport is lacking, a self-identification document can be presented, pursuant to the D.P.R. 445/2000; 

Letter of consent

The letter of consent is a personal declaration that the parent can sign by using the appropriate sample available at the Passport Office or by writing a self-declaration; a photocopy of your identity document must be attached to the letter of consent.

If you are an Italian or EU citizen, you can sign at home and send to the COnsular Office the letter of consent together with a copy of your passport's pages containing your personal details and your visible signature.

Non-EU citizens must present themselves at the counter in person for signature showing an identity document.

Non-EU citizens residing in Italy or in another country must sign the letter of consent at the municipal offices or the police headquarters in charge or at the consular office in the respective district of jurisdiction.

In the absence of the consent of the other parent, the Head of the Consular Office, in his/her capacity as Tutelary Judge of minors residing in the district jurisdiction, may, after having carried out the necessary checks, authorize the issuance of the passport to the applicant with a specific consular decree.

Presence at the Consulate

In the event that one of the two parents has non-EU nationality, he is required to come in person to the appointment with a passport. The presence of the other parent is not necessary if he/she is an EU citizen.

The presence of the minor is not required until the age of 12. From the age of 12, the presence of the minor is required, who must sign and leave his / her fingerprints.

Payment

The due consular fees for issuing the passport is subject to quarterly updated exchange rate between euros and Singapore dollars (EUR / SGD). To check the updated amounts, please refer to "Consular Fees". The amounts of the administrative fees and of the passport booklet can be paid at the time of issue in cash or by NETS.
