Covid-19: Measures for entering Italy and for issuing the EU Digital Covid Pass (COVID-19 green pass) to Italian citizens and foreigners vaccinated in Singapore.

1. Measures for entry in Italy

This is to inform that according to the Ordinance of 22 October 2021, valid from 26 October to 15 December 2021, upon entry / return to Italy, if in the previous fourteen (14) days the traveller stayed / transited in a country on list 'D' (Singapore and Brunei), it remains mandatory to:

  1. Fill out the digital passenger locator form (Passenger Locator Form - PLF) and present it, in digital copy on your mobile device or in hard copy, to the carrier at the time of boarding, and to the responsible for carrying out the checks.
  2. Present to the carrier, upon boarding, and to the person in charge of carrying out the checks, the "green" COVID-19 certification, issued upon completion of the vaccination cycle or equivalent certification (as the vaccination certificates issued by Singapore health authorities), issued by the health authorities in charge following vaccination validated by the EMA (European Medicines Agency). The characteristics of the equivalent vaccine certifications are indicated in the Ordinance of 30 July 2021.
  3. Present to the carrier, at the time of embarkation, and to the person in charge of carrying out the checks, a certificate attesting the negative result of a molecular or antigen test carried out within the 72 hours before entry in Italy to show to the person in charge of carrying out this verification.

In case of non-presentation of the certifications indicated in points 2 and 3, it is still possible to enter Italy but it will be mandatory to:

  • Inform the health authority in charge in the city of your stay in Italy.
  • Reach your final destination in Italy only by private vehicle (airport transit is allowed, without leaving the dedicated areas of the airport).
  • Undergo a 5-day stay home notice.
  • Undergo an additional molecular or antigenic swab test at the end of the 5 days.

2. Measures for issuing the EU Digital Covid Certificate (COVID-19 green certification) to Italian citizens and foreigners vaccinated in Singapore.

Based on the Ordinance of the Ministry of Health of 4 August 2021, pending the extension of the experimental procedure referred to in the joint Ministry of Health / M.A.E.C.I. circular, prot. n 9662-26 / 07/2021-DGSISS, it is represented that Italian citizens (also residing abroad) and their cohabiting family members, regardless of whether they are registered with the National Health Service or the SASN (Health Assistance for Navigating Personnel) , as well as all subjects enrolled in any capacity in the National Health Service who have been vaccinated abroad against SARS-CoV-2 or who have recovered from COVID-19 abroad, may request, if they are already on the Italian territory, the issue of COVID-19 green certifications for vaccination or recovery, issued by the National Platform-DGC on the basis of the emission criteria established by the law, by going to the local Health Authorities of territorial jurisdiction, according to procedures established by the Regions and Autonomous Provinces, and presenting, in addition to the identification document and any tax code, the following documents, depending on the type of required green certification COVID-19:

a) vaccination certificate issued by the foreign health authority which contains at least the following contents:

  • identification details of the holder (name, surname, date of birth);
  • vaccine (s) details (name and batch);
  • date (s) of administration of the vaccine (s);
  • identification details of who issued the certificate (State, Health Authority).

For the issue of the COVID-19 Green Certification, the following vaccines are currently the only ones approved by the European Medicines Agency (EMA) and by the Italian Medicines Agency (AIFA):

  • Comirnaty (PfizerBioNtech);
  • Spikevax (Moderna);
  • Vaxzevria (AstraZeneca);
  • COVID-19 Vaccine Janssen (Janssen-Johnson & Johnson).

b) Certificate of recovery issued by the foreign health authority that contains at least the following contents:

  • identification details of the holder (name, surname, date of birth);
  • information on the holder's previous SARS-CoV-2 infection, following a positive test (date of first positive molecular swab);
  • identification details of who issued the certificate (State, Health Authority).

The certificates referred to in letters a) and b), in paper and/or digital format, must be drafted at least in English and, for the Autonomous Province of Bolzano, in English or German; in the case of another language they must be accompanied by a certified Italian translation.
