REFERENDUM 2025: VOTERS RESIDING TEMPORARILY ABROAD

Voters residing in Italy who, for work, study, or medical treatment reasons, are temporarily abroad for a period of at least three months, which includes the date of the upcoming referendum consultations (abrogative referendums under Article 75 of the Constitution of June 8-9, 2025), as well as their cohabiting family members, may exercise their right to vote by mail (Article 4-bis, paragraph 1, Law December 27, 2001, No. 459).

To receive the electoral envelope (containing the voting ballots) at their temporary foreign address, these voters must send a specific option to the MUNICIPALITY where they are registered on the electoral rolls by Wednesday, May 7, 2025.

The option—exercisable through the form (7712971referendum-2025-modello-opzione-temp-estero) or on plain paper—must be sent to the Municipality by mail, regular or certified email, or delivered by hand, always to the Municipality, even by a person delegated by the interested party.

The option, which must be accompanied by a copy of a valid identification document of the voter, must in any case contain the complete foreign postal address to which the electoral package will be sent, as well as the indication of the territorially competent Consular Office. The option must also include a declaration attesting to the possession of the requirements for admission to voting by mail, i.e., being abroad for work, study, or medical treatment reasons for a period of at least three months (which includes the date of the consultations) in a foreign country where they are not officially registered residents, or being a cohabiting family member of a citizen who is in the aforementioned conditions. In this sense, the described procedure also applies to Italian citizens registered with AIRE who are temporarily residing in a CONSULAR DISTRICT different from their permanent residence.

The option must be made in accordance with Articles 46 and 47 of Presidential Decree No. 445 of December 28, 2000 (Consolidated Text of legislative and regulatory provisions on administrative documentation), declaring awareness of the criminal consequences in case of false declarations (Article 76 of the aforementioned Presidential Decree 445/2000).

It is possible to revoke the option submitted according to the above methods by the same deadline (May 7, 2025). Finally, it is reminded that the option is valid exclusively for the electoral consultation to which it refers.
